That seems to imply that women are "socialized" to see themselves as potential targets. I'm not sure I know how one becomes "socialized" or "not socialized" to see oneself in a particular way. How ever it is done, it seems that the discrepancy between men and women could be resolved if it could be arranged for women to not be socialized to see themselves as potential targets. You might want to see if that can be arranged.

I suspect, unfortunately, that women see themselves as potential targets because it is in their nature to experience greater distress when receiving unwanted or uninvited sexual attention from men than men experience when receiving similar attention from women. In that case, women would continue to experience the same distress regardless of how they were socialized.

I used to do a lot of hitch-hiking years ago when hitch-hiking was more common than it is today. From time to time, I would be picked up by a gay man who would make sexual advances, some more aggressive than others. I was never particularly distressed by those experiences. It was an expected hazard.
