I suggest a change to the environmental Protection Agency. Currently, the agency enacts regulations that have the force of law. A regulation takes effect unless vetoed by act of congress.

It would be preferable for the agency to recommend regulations that don't become law unless passed by congress and signed by the president per the usual procedure for passing a bill.
